Small-Business Set-Asides in Federal Construction

The set-aside programs that reserve federal construction work, and what the most recent data says about the size of that pool.

Set-aside programs reserve certain federal contracts for small businesses that qualify under specific criteria. For a construction firm, they are the most direct route into federal work — and the most misunderstood.

The programs

The set-aside codes reported on this hub correspond to the main small-business programs: the total small-business set-aside, the 8(a) Business Development program, HUBZone, the service-disabled veteran-owned small business (SDVOSB) program, the women-owned small business (WOSB) and economically disadvantaged women-owned (EDWOSB) programs, and the veteran-owned and Indian-enterprise programs. Each has its own ownership, control and certification rules.

How big is the pool?

Set-asides are a real but minority share of federal construction dollars. In the most recent complete fiscal year, roughly one construction dollar in eleven was obligated through a small-business set-aside; the large majority was competed full and open. Among the programs, the service-disabled veteran-owned and total small-business pools were the largest.

Eligibility is about ownership and control

Size is defined by your NAICS size standard, but set-aside eligibility also depends on who owns and controls the firm and, for some programs, on certification by the SBA or the VA. A firm can qualify for more than one program. Certification is worth the effort, because a set-aside award is competed against a much smaller field.

Strategy

  1. Check your size standard under your primary NAICS before you bid.
  2. Get certified for every program you genuinely qualify for.
  3. Do not rely on set-asides alone — full-and-open is where most of the money is.
  4. Use set-aside awards to build past performance, then compete more broadly.
