How to Find Federal Construction Opportunities

A practical workflow that combines USAspending market data with SAM.gov solicitation search.

Market data tells you where the money is; solicitation data tells you where the work is posted today. Winning federal construction means using both, in that order.

Step 1: Size the market

Use the NAICS view on this hub to confirm your code is an active federal market and to see how it compares with adjacent codes. If your primary code is small, consider whether a related code is a better fit.

Step 2: Pick your buyers

Use the agency view to choose two or three agencies whose mission and geography fit your firm. Read their acquisition forecasts and find their small-business specialist. A relationship with one agency beats a scattergun across ten.

Step 3: Pick your geography

Use the state view to identify where you can realistically mobilise. Demand in a state where you already have crews and subcontractors is worth more than a larger number in a state where you would be starting cold.

Step 4: Set up SAM.gov properly

Your SAM.gov registration is the front door. Register your entity, choose your NAICS codes and size standard carefully, complete your representations and certifications, and keep the registration active. Construction opportunities are posted as solicitations on SAM.gov; you can filter by NAICS, agency and place of performance.

Step 5: Qualify before you chase

For each opportunity, check bonding capacity, past-performance requirements, Davis-Bacon wage determinations, and the set-aside. Most losses happen before proposal writing: firms pursue work they cannot yet qualify for. Use the set-aside view to see which pools you can enter.

Step 6: Build a repeatable pipeline

Good federal contractors run a weekly routine: review new solicitations, screen them against a written qualification checklist, and log the outcome. The FCEXperts Pro membership provides that checklist, a proposal framework, and pricing guidance built for construction.
